TWO SECTIONS. TWO DIFFERENT THINGS.

Section 118(1) concerns the municipal amounts falling within the prescribed two-year clearance period and the certificate required for transfer. It does not necessarily confirm that the owner's complete municipal debt position has been resolved.

Section 118(3) creates a statutory charge over the property which enjoys preference over a registered mortgage bond. Certain municipal debts, particularly rates and taxes, may remain enforceable for considerably longer periods, where applicable.

Both apply to the same transfer. They do not do the same job.
