As far as we know, in order for expats and foreign residents to drive legally in Vietnam, you should satisfy some requirements or get one of these following options:
👉 Option 1: Get International driving permits/ licenses (IDP issued according to Vienna Traffic Convention 1968) enclosed with your home country licenses.
=> Please check your home country regulations on how to get an IDP before moving to Vietnam.
👉Option 2: Get Vietnamese driving licenses (issued by competent Transport Departments in Vietnam).
=> To get the Vietnamese driving licenses, there are some ways to get them done; such as converting your home country driving licenses into Vietnamese ones, or joining the practice tests without theory tests, and/ or joining both theory and practice tests like a local if you comprehend Vietnamese.

On 15th March, the Vietnam Government issued Resolution No. 32/NQ-CP on visa exemption for citizens of the following countries: Federal Republic of Germany, French Republic, Republic of Italy, Kingdom of Spain, United Kingdom of Great Britain and Northern Ireland, Russian Federation, Japan, Republic of Korea, Kingdom of Denmark, Kingdom of Sweden, Kingdom of Norway, Republic of Finland and Republic of Belarus.
Thereby, the citizens of the above countries entering Vietnam are exempted visa with duration of stay of 15 days from the date of entry, regardless of passport type, entry purpose, on the basis of fully satisfying the conditions prescribed by Vietnamese law.
The policy of visa-free entry to Vietnam for citizens of the above countries is implemented for a period of 3 years, from 15th March 2022 to the end of 14th March 2025 and will be considered for extension in accordance with Vietnamese law.

👏👏NOTICE FOR “AUTOMATIC STAY EXTENSION UNTIL 31TH OCTOBER 2021”
1. Foreigners who entered Vietnam on visa waivers, e-visas or tourist visas from March 1st, 2020 are entitled to automatic stay extension until OCTOBER 31th, 2021 and can depart from Vietnam without having to apply for stay extension. For those who entered Vietnam before March 1st, 2020, the same automatic stay extension until OCTOBER 31th, 2021 can be considered, subject to provision of proof that the person was stranded in Vietnam due to Covid-19, accompanied by a diplomatic Note (with Vietnamese translation) from relevant diplomatic missions, or a written document from relevant Vietnamese authorities confirming that the person was required to undergo mandatory quarantine or treatment for Covid-19, or advice of other force majeure. The person is required to present the diplomatic Note or written document on departure from Vietnam.
2. During “automatic stay extension” period, foreigners are required to complete temporary residence and health status declaration.
3. Foreigners who are not subject to Paragraph 1 or violate Vietnamese laws will be treated according to applicable laws of Vietnam.

1. Foreigners who entered Vietnam on visa waivers, e-visas or tourist visas from March 1st, 2020 are entitled to automatic stay extension until September 30th, 2021 and can depart from Vietnam without having to apply for stay extension. Guidance on the use of QR Code travel pass (Giay di duong)

As per Decision 2905 dated Sep 3, 2021 of Da Nang People’s Committee on the amendent measures for COVID-19 prevention and control, the use of QR Code travel pass (Giay di duong) is as follow:

1. The online portal for the management of travel pass is at: https://giaydiduong.danang.gov.vn

2. Sample of the pass: see attached photo

3. Validity

a) Time: From 8AM Sep 5, 2021 until further notice. Each pass is valid within 7 days from the day of issuance.

b) Eligibility: Residents permitted to go out for activities specified at Decision 2905, who possess a valid QR Code travel pass.
Those who are not required a QR Code travel pass: Residents in the green zones who go shopping at the wet markets (using a QR Code shopping pass); people who have regular health appointments at medical facilities; who have vaccination or testing appointments; who have appointments with governmental authorities; international flight tickets; medical emergencies, hospital transfers; participation in funeral procession; disaster response, fire fighting, search and rescue.

c) Each QR Code travel pass is only valid for one person travelling on one personal vehicle; used for green and yellow zones only; red zones are not applicable.

4. Application, approval, issuance of QR Code travel pass

4.1. General provision

a) Organizations, individuals, residents permitted to go out for activities specified at Decision 2905 who would like to apply for a QR Code travel pass, create an account and apply on https://giaydiduong.danang.gov.vn

b) Authorised agencies approve and issue QR Code travel pass at https://eticket.danang.gov.vn

c) After the issuance of QR Code travel pass, organizations and individuals should use their account as mentioned in 4.1.a to download the QR Code travel pass.

4.2. Authorised agencies to approve and issue QR Code travel pass for relevant organizations and individuals

a) Department of Industry and Commerce

- Food suppliers; commercial centers; supermarkets; convenience stores (mini marts).
- Wet markets.
- Gas, power, petrol suppliers.
- Factories, production facilities in the industrial clusters.

b) Department of Information and Communications

- Post services; telecommunication services (including repair and maintenance services); publications; news coverage.
- Software and hardware production.

c) Department of Health

- Pharmacies, medicine and health equipment suppliers; hospitals, medical stations, clinics.

d) Department of Justice

- Law support services: authorization, legal services, auction, bailiff, commercial arbitration, legal advice, asset management and liquidation, and other judicial expertises.

e) Department of Transport

- Airport, seaports, train stations, road stations, vehicle registration centers.
- Transportation companies in charge on delivery of essential goods, imports and exports.
- Repair and maintenance of road systems.
- App-based delivery people.

f) Department of Construction

- Water and drainage services, urban lighting services.
- Urban greenspace services.
- Key construction projects identified by the city govenrment.

g) Department of Natural Resources and Environment

- Waste collection and management.

h) Da Nang Hi-tech Park and Industrial Parks Authority:

- Facilities, factories in the Hi-tech Park and Industrial Parks.

i) State Bank in Da Nang

- Commercial and joint stock banks.

k) District People’s Committees

- Facilities, factories outside of the Hi-tech Park and Industrial Parks (except for those managed by the Department of Industry and Commerce).
- Suppliers of enterprise support services: accounting and auditing, registration of security transactions, insurance, professional security services.
- Designated medical quarantine facilities (except for medical staff).
- Private construction sites; district-level key projects.
- Wet markets in the area under district supervision (except for those managed by the Department of Industry and Commerce).
- Industrial catering services (located outside of industrial parks).

l) Ward People’s Committees

- Convenience stores.
- Construction material and trader suppliers.
- Food and beverage catering, restaurants in the green zones.
- Agricultural cooperatives; harvesting agricultural, aquatic products, irrigation.
- Funerals.

m) For staff of public agencies, public service providers:

- Heads of the public agencies, public service providers have the authority to approve and issue QR Code travel pass for their staff.
- Units under the government departments: Approved by the respected government departments.
- Public service providers: Approved by the supervising government departments.
- Security staff, key staff at companies and services that have not resumed operation: allocate maximum 3 personnels on any date in a week.

Decision 2905/QD-UBND dated September 3, 2021 by the Da Nang People’s Committee on continuing measures in prevention of COVID-19 under Directive 05/CT-UBND dated July 30, 2021 by Chairman of the Da Nang People’s Committee

Article 1. From 8:00am Sep 5, 2021 until further notice, COVID-19 prevention measures in the City under Directive 05/CT-UBND dated July 30, 2021 by Chairman of the Da Nang People’s Committee continue to be applied based on different degrees of risk.

1. Very high risk areas (red zones)

2. High risk and medium risk areas (yellow zones)

3. Low risk areas (green zones)

Article 2. For red zones: Measures stated at Decision 3986/QD-BYT dated Sep 16, 2020 by the Minister of Health, and Note 1168/CD-BYT dated Aug 7, 2021 by the Ministry of Health on enhancing COVID-19 prevention measures continue to be applied.

Article 3. For yellow zones (including green zones/spots within yellow ward-level zones): Measures according to Directive 05/CT-UBND dated July 30, 2021 by Chairman of the Da Nang People’s Committee continue to be applied. People are requested not to go out, and only allowed to go out when carrying out the following activities under the following conditions:

1. General conditions:

a) Have a QR Code Pass accompanied by personal documents, except for activities stated at Article 3’s point 2t) and Article 4’s point 2.

b) Strictly comply with 5K (Mask wearing “Khau trang” – Disinfection “Khu khuan” – Distance “Khoang cach” – No gathering “Khong tap trung” – Health declaration “Khai bao y te”). No gatherings of more than 2 people in public places.

c) Wear a face shield during direct contact.

d) When travelling, comply with the “one journey – two destinations” principle

2. Activities allowed to operate and their conditions:

a) Grocery stores and pharmacies:

- People are allowed to directly buy goods and medicines at grocery stores and pharmacies within their residential group. If it’s essential to go out of the residential group to buy goods at a grocery store or a pharmacy, they must have a Travel Pass issued by the ward/commune People’s Committee (for one person/household with a frequency of once every 5 days)

- Grocery stores and pharmacies must use wires or draw lines to designate entry/exit areas and separate buyers from sellers.

b) Wholesale companies, commercial centres, supermarkets, convenience stores (mini marts), trading points in residential areas and trading points at some markets organised by competent authorities: Not allowed to directly sell to the residents, and only sell to organisations and individuals who are allowed to receive and supply goods to residents.

c) Stores and companies which supply medicine, medical equipment, and supplies for medical examination, treatment and pandemic prevention and control; medical examination and treatment facilities; concentrated quarantine facilities; vaccination facilities; testing facilities.

d) Suppliers of gas, electricity, water, and petrol; postal services; telecommunications; media publications; airports; railway station; and road management stations: Arrange a maximum of 30% staff at work.

dd) Banks: Arrange a maximum of 40% staff at work.

e) Seaports: Arrange a maximum of 50% of staff at work; or a maximum of 70% of staff at work if they can ensure the three-on-site conditions (working, eating and resting on site).

g) Business support establishments (vehicle registration; auditing; registration of secured transactions; insurance; professional security): Arrange a maximum of 30% staff at work.

h) Legal support services (notaries; lawyers offices; auctions; bailiffs; commercial arbitration; legal consultation; asset management and liquidation; judicial expertise): Arrange a maximum of 30% staff at work, but no more than 5 people.

i) Factories, manufacturing and production facilities:

- Within the Hi-Tech Park and the industrial zones: Arrange a maximum of 50% of staff at work, or a maximum of 70% of staff at work if they can ensure the three-on-site conditions.

- Outside the Hi-Tech Park and the industrial zones: Arrange a maximum of 30% of staff at work, or a maximum of 50% of staff at work if they can ensure the three-on-site conditions.

k) Environmental sanitation; urban tree care; handling of problems, maintenance and repair for systems of electricity, lighting, water supply and drainage, information, telecommunications, bridges and roads.

l) Businesses selling construction materials, or providing residential electricity and water technical and repair services: Arrange a maximum of 30% of staff at work.

m) Suppliers’ delivery staff and app-based delivery people: Regularly wear PPE, standard facemasks, transparent face shields and gloves, and wash their hands with hand sanitisers; and must have been vaccinated against COVID-19 with at least one dose.

n) Media reporting: Arrange a maximum of 6 people/broadcasting stations, a maximum of 2 people/newspaper or e-newspaper, a maximum of 1 person/magazine.

o) Government offices: Arrange a maximum of 30% of staff at work, except for pandemic prevention forces such as police, army, healthcare, and steering committees.

- Continue to suspend direct receipt of citizens at the one-stop-shops at the City Administrative Centre and districts and communes (but must ensure the handling of dossiers for citizens and businesses). Promote the handling of dossiers through public services levels 3 and 4.

- Continue to suspend unnecessary meetings. In case it is essential to organise a meeting or event, a distance of 2 metres must be ensured, and gatherings of more than 20 people in one room are not allowed, except for important meetings and events approved by competent authorities.

- Heads of government departments and agencies shall arrange civil servants, public employees and employees to work from home and participate in pandemic prevention activities in their districts.

p) Transportation and delivery of essential goods for production and import-export, instructed by the Department of Transport.

q) Agriculture - forestry – aqua activities: cooperatives’ agricultural services; harvesting of agricultural and aquatic products; irrigation.

r) Construction works:
- Important housing constructions are considered and approved by Chairman of district People’s Committee.

- Key constructions are considered and approved by Chairman of the City People’s Committee or Chairman of district People’s Committee.

s) Emergency activities: Natural disaster prevention and control; fire prevention and fighting; search and rescue.

t) Funerals
- Funerals must not last for more than 48 hours, only involve family members and not more than 20 people, not receiving visitors from outside the family.

- Only use cars for funeral processions. Funeral processions which leave the City must be certified by the ward/commune authorities.

u) Organisations and businesses which suspend their operation during the effective time of this Decision must arrange staff for security and fire prevention. They are also allowed to arrange a maximum of 3 employees for a specific day of the week to handle relevant tasks.

v) Other urgent and important activities shall be considered and approved by Chairman of the City People’s Committee or Chairman of district People’s Committee.

Article 4. Green zones (which are established at commune level when there have been no COVID-19 community infections recorded for 14 consecutive days): Measures of Article 3 shall be applied, in addition to the following activities with conditions:

1. People are allowed to go to a conventional market once every 5 days. Only one person/household is allowed to go to the market and must have a valid market QR Code.

Markets must arrange dividers between buyers and sellers and comply with COVID-19 prevention measures.

2. People are allowed for outdoor walking or other types of exercise at public places within the green zones, between 5:00am to 7:00am, and must keep a minimum distance of 2 metres between each other.

3. Restaurants and eateries are allowed to provide takeaway and delivery services. They must practice social distancing and manage the flow of incoming guests. On-site services are not allowed.
