Notarization is not
“watching someone sign.” It is a regulated public office with legal responsibility attached to it. That includes identity verification standards, journal requirements, proper certificate completion, statutory compliance, and personal liability if something is done incorrectly. The fee is not for ink on paper. It reflects the legal accountability that comes with performing that act. There are states that already allow 25 dollars per signature. What California is discussing is not extreme or excessive. It is a cost of living and inflationary adjustment so the fee keeps pace with the realities of operating in one of the most regulated and expensive environments in the country.
Fee modernization is not about “wanting more.” It is about making sure the profession remains sustainable so qualified notaries can continue serving the public responsibly.

Recently I encountered a situation involving an elderly parent with advanced dementia who was being pressured to sign documents that they clearly didn’t understand.
