At least five women have filed employment lawsuits against the Concord Police Department and Contra Costa County Sheriff's Office in recent months alleging discrimination, retaliation and widespread misconduct in the workplace.

David Ratner and Shelley Molineaux were named recipients of the 2023 Outstanding Volunteer In Public Service Award by the Justice and Diversity Center (JDC) for their outstanding volunteer work.

The JDC recognizes the top fifteen percent of its volunteers. Awardees demonstrate an outstanding commitment to assisting the underserved through projects and programs. Mr. Ratner and Ms. Molineaux were honored at the JDC’s Outstanding Volunteers in Public Service Celebration on October 19, 2023 at UC Law San Francisco.

In Leitzke’s lawsuit, her lawyers David Ratner and Shelley Molineaux juxtapose the disciplinary action against Leitzke with numerous violations of department policy committed by her male colleagues.

The lawsuit arose out of a disciplinary action against fire Capt. Melisse Leitzke over an incident at a large fire on Broadway a year ago.

“Our clients are very pleased that the Court of Appeal vindicated their right to have their claims against the Buck Institute heard in a public forum and decided by jury of Marin County citizens rather than in a secret arbitration, behind closed doors, by a private judge,” said David Ratner, one of the plaintiffs’ lawyers.
