Current status of consulates and USCIS:
- Visa services at the consulates is very limited, only emergent situations; U.S. citizen services prioritized

Re: the Executive Order(EO) issued today : Main points- - it does not affect green card holders; temporary visitor, student and work visas; fiancée visas, persons seeking permanent residence status (“green card”) in the US under any basis, or spouses and minor children of US citizens outside the U.S. applying for immigrant visas at consulates.
It does restrict most employment-based and family-based categories, including parents of US citizens, if they are outside the U.S. They will not be able to get their immigrant visas to come to the US for at least the next 60 days.
The primary effect is on:
- parents of US citizens outside the US
- employment-based immigrant visa applications for those outside the US
- most other family-based immigrant visa applications like spouses and children of green card holders outside the US, and
- green card lottery winners outside the US
It is anticipated that the U.S. will announce shortly a Level 4 travel warning, which will instruct U.S. citizens to return to the U.S., or prepare to shelter in place for an unknown amount of time.
