Long Beach pot shops may be allowed in business areas

Long Beach is working to allow medical ma*****na dispensaries and cultivation centers in commercial zones, allowing the shops to open up alongside big box retailers, mom-and-pop shops, restaurants and boutiques.

The details of the ordinance are subject to change, either by request from the Planning Commission or the City Council. But right now, the draft states medical ma*****na businesses must be at least 1,000 feet apart and at least 1,500 feet away from high schools and 1,000 feet away from elementary and middle schools. There would be, at most, 18 dispensaries in the city, with no more than two in each of the city’s nine districts.

Along the coast of Northern California, where there are thousands of pot plants hydrated by a single, stressed water source, each plant requires as much as six gallons of water per day in the summer months, according to NPR. As an already extensive drought likely gets even more dire this summer, ma*****na farms are going to guzzle up a lot of the state's water if dry, sunny conditions persist.

"The deeper you head into spring and throughout the summer, the chances of precipitation drop off drastically in California," said weather.com meteorologist Chris Dolce. The wet season traditionally returns in the fall, but some parts of the state – San Francisco included – can expect to see less than half an inch of rainfall from June through September, Dolce added.

Authorities say Illegal growth remains a huge issue for California in particular, and those who grow without following the rules and regulations of the legal business have been caught stealing water from other farmers to fuel their thirsty industry, according to KRCA-TV.

Women and alcohol: DUI arrests in California on the rise

Sgt. Daniel Dail, who has worked DUI checkpoints with the Traffic Service Detail at the Los Angeles County Sheriff’s Department since 2009, said: “What I’ve seen is our deputies and our officers throughout the city are getting better trained.”

Dail said law enforcement has been particularly focused on training officers on how to detect drugged-driving; that is, driving under the influence of ma*****na, narcotics or prescription drugs. He also has seen more women arrested at DUI checkpoints, but he doesn’t think they are drunk.

“A lot of them do take prescription medication or mix them,” Dail said. “Prescription medication and alcohol, or medicinal ma*****na, or something like that.”

More than three-quarters of women arrested for DUI told researchers they mixed prescription drugs with alcohol, according to a survey by the Traffic Injury Research Foundation published last year.

More than 450 pot shops file to renew LA taxes

Los Angeles City Attorney Mike Feuer told the newspaper it’s impossible to know for sure how many dispensaries remain open, but, he said, the numbers are much lower than estimates from before Proposition D passed last spring.

Feuer called the new figures “a sign of continued progress.”

Proposition D limits dispensaries to those approved in 2007. Before the passage of the law, police estimated there were roughly 700 dispensaries — though others put the number much higher. Fewer than 140 medical ma*****na dispensaries are eligible to stay open under the new rules, according to city estimates.

After registering, Los Angeles businesses are required to file an annual renewal to report their taxable gross receipts. So far this year, 457 medical ma*****na collectives have filed a renewal, according to Office of Finance General Manager Antoinette Christovale.

No clearer example of the change exists than the industry's newest full-time lobbyist, Michael Correia. An advocate for the 300-member National Cannabis Industry Assn., he is a former GOP staffer who worked two years as a lobbyist for the American Legislative Exchange Council — the powerful conservative advocacy group that has worked with state lawmakers to block the Affordable Care Act, clean energy incentives and gun restrictions.

"People hear the word 'ma*****na' and they think Woodstock, they think tie-dye, they think dreadlocks," the San Diego native said. "It is not. These are legitimate businesses producing revenue, creating jobs. I want to be the face of it. I want to be what Congress sees."

Correia doesn't like to smoke pot. It makes him sleepy, he said. And he isn't among those who have been in the trenches for years fighting for legalization.

For him, the work is largely about the federal government unnecessarily stifling an industry's growth. Any conservative, he said, should be troubled when companies can't claim tax deductions or keep cash in banks or provide plants for federal medical research.

"I have legitimacy when I walk into these offices and say, 'This is a cause you can get behind,'" Correia said. "I am not the stereotypical ma*****na movement person. I grew up supporting these principles of limited government and federalism and fairness and individual liberty. This is the ultimate poster child for all of that." Read more:

More than 100 ma*****na shops shut down, L.A. city attorney says

LA City Attorney Mike Feuer said his staff was sending letters to ma*****na businesses that had recently registered to warn them that "if they've opened for the first time since 2013, they can't be lawful under Proposition D, and that they are subject to prosecution." He told reporters there was an "urban legend" that receiving a registration certificate meant a shop was lawful. He showed reporters a placard of such a certificate, superimposed with the words "Not a Permit to Operate."

However, the city attorney said there were no plans to ask the finance department to stop issuing those certificates to new dispensaries. Attorney David Welch, who represents a ma*****na dispensary that is challenging its prosecution under the measure, argues that the city is "creating confusion."

The city "should take charge, determine who qualifies" and only allow those who do to get certificates, Welch said.

Under Prop. D, pot shops and the landlords that lease them space can be prosecuted if the shops don't meet several requirements, including being registered under past city ordinances and operating an adequate distance from public parks, schools, child care centers and other facilities.

The rules were expected to drastically shrink the number of ma*****na dispensaries allowed to operate across the city, since only a fraction of Los Angeles dispensaries meet all those requirements, according to city estimates. Officials previously released a list of more than 100 shops believed to have met some of the requirements, but Feuer has stressed that being on that list does not afford any legal protection.

He said his office had successfully fended off repeated courtroom challenges to the law, but opponents counter the fight isn't over. *****na

"These are not people who are going to be involved with some clandestine production of the drug or do something nefarious. They are trying to do scientific research that will add to the body of knowledge and safety," said Rep. Earl Blumenauer (D-Ore.), who has enlisted other members of Congress to lobby the administration to give researchers more access to the drug.

Blumenauer likes to recount the story of a doctor who works with children who have violent epileptic seizures. The children's parents "have found that the use of ma*****na has reduced the frequency and intensity of these horrific episodes. California Democrats Back Ma*****na Legalization In Party Platform

California Lt. Gov Gavin Newsom, formerly the mayor of San Francisco, made the case for the position change during the Democrats' 3-day convention in Los Angeles.

"It's time for all of us to step up and step in and lead once again in California, just as we did in 1996. We did just that with medical ma*****na," Newsom said during his Saturday address to the convention. "But for almost 20 years now, we've sat back admiring our accomplishment while the world, the nation, and states like Colorado and Washington have passed us by. ... It's time to legalize, it's time to tax, it's time to regulate ma*****na for adults in California."

Newsom continued, "This is not a debate about hippies. This is not a debate about stoners. We can't diminish this issue or the people involved in this debate by belittling them and trivializing them. Let me be clear. You can be pro-regulation without being an advocate for drug use."
