Hillary Clinton vowed to expand President Obama’s executive actions on immigration and cast the 2016 presidential election as critical for Latino voters because Donald Trump is the presumptive Republican nominee.

"What happens this November really matters my friends," said Clinton, speaking at LULAC National Convention and Exposition in Washington, where she also vowed to introduce comprehensive immigration reform within her first 100 days as president.

The new proposal will set up a monitoring system that will analyze patterns of displacement. Asylum countries like the U.S. agreed to ensure, "timely identification and documentation, in particular at border areas, of persons in need of international protection." The UN is seeking an additional $23.5 million to set up offices in Central America to monitor the situation closer.

At a United Nations meeting, the two countries looked to handle high levels of asylum seekers.

Two years ago, I had an incredible, eye opening experience. I was working with several refugee groups in Salt Lake City, Utah, and over the span of one year I found myself constantly impressed and amazed at their perseverance and strength.

You would think that the struggles faced by refugees would be over once they arrived in the land of the free, right? I certainly did. And so did many of the refugees I worked with. I learned, however, that this is far from the case. Refugees, and immigrants especially, are faced with many barriers once they arrive on our shores. Here are just a few:

* WHAT REALLY MATTER?! *

As usual, however, following this necessary and humanizing declaration are responses that “all lives matter.” While true – every life, regardless of race, ethnicity, immigration status, sexual orientation, gender, class or ability – is important, saying “all lives matter” ignores a major problem: that it’s Black lives that are made to believe, every day and all across the world, that they are worthless.

The United States is not a racial democracy. The legacy of slavery is alive, and we feel it in our prisons, where people of color make up 60 percent of the prison population though they account for just 30 percent of the U.S., in our justice system, where we are arrested, charged and sentenced more harshly than whites who commit similar crimes, and on the streets, where we are looked at suspiciously, stopped, harassed, attacked and murdered in our own communities by police officers for just existing as Black and brown people.

After the police killing of two Black men – Alton Sterling, 37, in Louisiana, and Philando Castile, 32, in Minnesota – this week, the rallying cry “black lives matter” has been uttered louder and more poignantly.

* THE LATINO VOTER *

“I’ve had my residency papers for 19 years, but one of the main reasons I’m becoming a citizen now is because I want to vote against Donald Trump,” Cuban exile Antonio Fernandez Robinson told NBC News that day. “He offends me because he is insulting all Hispanics and what he is doing is wrong.”

It’s a familiar refrain among the hundreds of thousands of immigrants now scrambling to become U.S. citizens in time for Election Day. Trump is not the only reason that near-record numbers of immigrants, particularly Latinos, are filling out the paperwork to become citizens and register to vote this year.

Latinos have had some of the lowest voter turnout rates, but this November—with unprecedented mobilization campaigns and the specter of a Trump presidency—may be different.

* THE OBAMA'S PARDON *

When the history of President Obama’s legacy on immigration is written, he will not go down as the president who boldly acted to protect millions of families from the brutality of our nation’s unforgiving immigration laws.

The Supreme Court made sure of that last month, when it deadlocked on the legality of his program to defer the deportation of parents of American citizens and residents. Instead, he will be judged on what he actually did: deport more immigrants than any other president in American history, earning him the moniker “deporter in chief.”

This is the president’s last chance to change his legacy as the “deporter in chief.”

Lindsey Graham doesn't sugarcoat his prediction: Republicans are going to get thrashed in the November election, especially among Latinos. And it’s going to trigger another run at immigration reform in Congress next year, the South Carolina senator says.

“I’ll tell you what I’m going to do in 2017,” the plainspoken GOP deal maker said in a recent interview. “I’m going to take the Gang of Eight bill out, dust it off and ask anybody and everybody who wants to work with me to make it better to do so.”

Several members of the group that fell short of getting immigration reform into law are ready to try again.
