If there's such a thing as the disenfranchisement of a people in a land other than their native lands, African Americans are a preeminent example of how that is done. They were kidnapped from Africa, enslaved in America (and could not normally escape because of their indelible color) and once freed by the bloodiest war in American history, persecuted and discriminated against on every level of society in a systemic manner. The United Nations believes they are entitled to reparations. I agree.

The United States owes African-Americans reparations for slavery, a recent United Nations report said.

Americans with large tax delinquencies may soon find that they can no longer travel abroad...

Fixing America’s Surface Transportation Act of 2015, signed by President Obama, requires the State Department to deny or revoke passports of certain delinquent taxpayers. See Internal Revenue Code §7345. Under the law, if a person owes the IRS more than $50,000, then his passport can be denied, revoked or limited.

Heretofore, the IRS has not enforced this law. However, effective February 2018, that changes. The IRS expects to certify to the State Department that at least 2,700 taxpayers are “seriously delinquent,” thus subjecting them to mandatory passport revocation or restriction. This may be the proverbial "tip of the iceberg."

The good news, if there is any with this law, is that it doesn't apply to a tax liability for which there is:

1. An installment agreement or Offer in Compromise in effect;

2. A Collection Due Process (CDP) appeal is pending, or

3. A request for innocent spouse relief is pending.
