‎In May 2025, 20-year-old Venezuelan immigrant Dylan Lopez Contreras of Ellis Prep Academy in the Bronx, New York, was detained by ICE during a routine immigration court hearing. 

‎✅ Dylan, who had been completing his education after a long journey from Venezuela, suddenly disappeared from class, and his name quickly appeared in local and national news.

‎✅ According to his lawyers, he became the first New York public school student detained by ICE. He has been held at the Moshannon Valley ICE Processing Center in Philipsburg, Pennsylvania for 10 months ever since, enduring the stress, monotony, and harsh conditions of detention. 

‎✅ In the months following his arrest, Dylan and several of his classmates documented their experiences, sharing stories about the fear, uncertainty, and emotional toll that immigration enforcement has on students, their families, and their school community.

On January 21, 2026, newly disclosed documents show that ICE Acting Director Todd Lyons signed an internal memorandum authorizing immigration officers to use internal administrative warrants (Forms I-205 and I-210) to enter private residences without first obtaining a judicial warrant in order to arrest noncitizens with final removal orders.

✅ The memo explains that the Department of Homeland Security’s Office of the General Counsel has determined that nothing in the Constitution, immigration laws, or regulations prohibits relying on these administrative warrants for residential arrests, even if the occupants do not consent; it instructs officers to knock and identify themselves, give residents a reasonable chance to comply, and, if entry is refused, to use a “necessary and reasonable” amount of force to enter the home.

📌 Previously, ICE training made clear that a warrant of removal alone did not authorize a Fourth Amendment search of a residence, but the new guidance directs agents to treat administrative warrants as sufficient for home entry.

✅ The memo was produced as part of a whistleblower complaint alleging that this guidance represents a significant departure from longstanding Fourth Amendment protections against warrantless home entry.

✅ The whistleblower also submitted the memo and concerns to the U.S. Senate, prompting calls for congressional review and hearings.

I am deeply grateful for how far you have come, for the strength you’ve shown, and for the growth that didn’t happen overnight but happened anyway.
