After a heated debate, the Los Angeles City Council delayed a vote proposing to halt evictions for non-payment of rent and to freeze rents for one year.

If a landlord is preparing a Notice to Perform or Quit in most rent control cities, the notice must include witnesses and specific dates and times of the lease violation or nuisance. The more specific, the better. Vague violations without details of the events can make the Notice invalid.

Landlords using old three day notices to pay rent or quit beware. Notices require language that rent be paid within three days, not including Saturdays, Sundays, and judicial holidays. Notices prior to 2023 included the language "three days" without the additional language. I still see landlords using the old notices.

California law prohibits landlords from discriminating based upon "source of income." As a result, advertisements that say "No Section 8" or a blanket policy prohibiting any payments from a third party, including federal, state and local subsidy programs, is prohibited.

The Los Angeles County Board of Supervisors is looking to require rental units not exceed a certain temperature - somewhere between 82 and 86 degrees. This would require landlords either to install air conditioning units or energy efficient upgrades. There are similar ordinances in Palm Springs, CA; Phoenix, AZ; and Las Vegas, NV.

Los Angeles properties subject to the Just Cause Ordinance are now subject to a per unit fee of $31.05. This is a new fee for properties not subject to the Rent Stabilization Ordinance, but subject to the Just Cause Ordinance -- for example multifamily buildings built after 1978.

California Attorney General Rob Bonta has warmed Los Angeles County landlords that “price gouging” applies even to bidding wars among potential tenants. Landlords are unable to accept rents beyond price gouging laws – currently 10% of what was demanded prior to the State of Emergency on January 7, 2025.

California Governor Gavin Newsom has prohibited evictions for tenants who have additional occupants who are displaced victims of the Los Angeles County wildfires. The executive order prohibits landlords for evicting a tenant who takes in a displaced person who has evacuated or who’s residence has burned down.

Newsom’s Executive Order is in effect throughout Los Angeles County through March 8, 2025..
