The Judicial Council has voted to end Emergency Rules on Evictions starting September 1, 2020. Starting September 1, 2020, summons can be issued on all unlawful detainers. There are also COVID-19 moratoria that landlords should be aware of.

Los Angeles County extended the eviction moratorium and rent freeze through July 30, 2020. The eviction moratorium applies to all of unincorporated Los Angeles County and to cities that do not have a current eviction moratorium in place. The rent freeze applies to unincorporated Los Angeles County.
SB 939, which would have allowed tenants to renegotiate or terminate commercial leases and would have created a commercial eviction moratorium, died in committee last week.

Pacific Legal Foundation represents two plaintiffs who have filed an action against the Judicial Council for Emergency Rule No. 1 which prohibits issuing summons on nearly all unlawful detainer complaints until 90 days after the Statewide State of Emergency is lifted.
