Ghazaryan participated in a three-month-course of studies at the Netherland’s Institute of International Relations Clingendael. She has extensive experience working with international organizations such as: United Nation High Commissioner on Refugees (UNNHCR), International Organization on Migration (IOM), European Court of Human Rights of the Council of Europe and etc. Ghazaryan is fluent in Russian and Armenian, and has working knowledge of Spanish.

18 июня президент Джо Байден объявил о новой программе, которая позволит некоторым супругам граждан США подать заявление об «Пароле на месте» (Parole in Place) в Министерство внутренней безопасности (DHS). Эта программа еще не открыта для подачи заявлений, не только позволит до 550 000 человек получить временную защиту и разрешения на работу в Соединенных Штатах, но и, как правило, позволит им подать заявление на получение статуса законного постоянного жителя (LPR) (также известного как грин-карта) через своих супругов, не рискуя годами разлуки со своими семьями.

Без формы и прилагаемого к ней уведомления из Федерального реестра пока не ясно, кто будет иметь право на новую программу Пароля. Однако в объявлении от 18 июня указывалось, что новая программа будет доступна только людям, которые:

• Постоянно проживали в США с 17 июня 2014 г.;
• Физически присутствовали в США 17 июня 2024 г.;
• Состояли в законном браке с гражданином США по состоянию на 17 июня 2024 г.;
• Въехали в Соединенные Штаты без допуска или пароля и в настоящее время не имеют законного статуса иммигранта или не иммигранта;
• Не были осуждены за какие-либо дисквалифицирующие уголовные преступления;
• Не представляют угрозы национальной безопасности или общественной безопасности; и
• Заслуживаете благосклонного решения.

1) Reserve the visas,
2) Declare no-visa policy and prioritization scheme unlawful,
3) Enjoin Biden administration from using these unlawful policies to cause plaintiffs’ delays, and
