The Texas Tribune reports that the U.S. government detained and deported a 25-year-old man who says he is a U.S. citizen after a traffic stop in Central Texas led officers to contact immigration authorities when he could not immediately provide identification. He alleges he repeatedly asserted his citizenship and was not permitted to present documents, including a birth certificate and Social Security card, while DHS disputes his claim and says he admitted to entering the country illegally before being removed to Mexico.

The Secretary of Homeland Security issued a memorandum addressing congressional oversight visits to ICE facilities, requiring members of Congress to request permission by emailing the Office of Congressional Relations at least seven days in advance of a planned visit. The memo further instructs ICE to use H.R. 1 funding for these activities in order to avoid the December 17, 2025, order in Neguse v. ICE.

The Associated Press reports that the Justice Department does not currently see any basis to open a criminal civil rights investigation into the killing of Renee Good by an ICE officer in Minneapolis. Deputy Attorney General Todd Blanche stated that “there is currently no basis for a criminal civil rights investigation,” and lawyers in the Civil Rights Division were informed they would not participate in the probe while an FBI investigation continues. The decision, which differs from prior Administrations’ practices of promptly reviewing officer-involved shootings, has coincided with multiple resignations of federal prosecutors and Civil Rights Division staff amid concerns about political pressure and shifting priorities.

Reuters reports that the State Department will suspend visa processing for individuals from 75 countries, including Somalia, Russia, Iran, Afghanistan, Brazil, Nigeria, and Thailand. According to the Department’s official X account, “The State Department will pause immigrant visa processing from 75 countries whose migrants take welfare from the American people at unacceptable rates. The freeze will remain active until the U.S. can ensure that new immigrants will not extract wealth from the American people.” DOS notes that the measure will impact Somalia, Haiti, Iran, and Eritrea, among others. The suspension begins on January 21, 2026, and remains in effect while the State Department reassesses its procedures. No further details on affected countries or the duration of the pause have been provided.

United State Citizenship and Immigration Services (USCIS) issued a Policy Alert (PA-2025-24) updating guidance in its Policy Manual to implement the 2025 Naturalization Civics Test. The guidance applies to applications filed on or after October 20, 2025. Among other things, the guidance increases the general bank of civics test questions from 100 to 128, the number of test questions for the exam from 10 to 20, and the number of correct answers needed to pass the civics test from 6 to 12. USCIS will continue to administer a test containing 10 questions (requiring 6 correct answers) to naturalization applicants who qualify for special consideration because they are age 65 or older and have been lawful permanent residents for at least 20 years.

The New York Times reports that for decades, immigration judges granted bond to detained immigrants who were not public safety threats, allowing them to remain in the community during lengthy deportation proceedings. However, a recent BIA ruling, reflecting the Trump Administration’s policy, now generally prohibits bond for those who entered unlawfully, requiring them to be detained throughout their cases. This change has sharply reduced bond grants, sparked federal legal challenges, and raised serious concerns about due process and the impact of prolonged detention on immigrants and their families.

In response to the tragic shooting at the Dallas ICE facility this morning, AILA issued a statement condemning the violence: “Our hearts go out to all those affected by this senseless act of violence—the victims, their families, and the community.” AILA noted that “behind every immigration case number is a human being deserving of dignity, safety, and respect” and called for a national conversation grounded in “compassion, respect for human life, and a commitment to the safety and well-being of every person.”
