Oakwood: Fugitives continue to surrender in record numbers

OAKWOOD VILLAGE -- More than 1,500 Northeast Ohio residents who were wanted on warrants turned themselves in to the Fugitive Safe Surrender program on Friday, sending the three-day total soaring well over 3,000.

Grace Leon is the widow of Officer Wayne Leon, who was shot and killed by a fugitive in Cleveland, Ohio on June 25, 2000. Moved by Officer’s Leon death, U.S. Marshal Peter J. Elliott realized that desperate people commit desperate acts, sometimes with tragic consequences. This led to Elliott’s establishing Fugitive Safe Surrender.
