OAKWOOD VILLAGE -- A number of Cleveland-area men could not wait for Wednesday's official start of the Fugitive Safe Surrender program and turned themselves in Tuesday at Mt. Zion Church in Oakwood Village.

CLEVELAND -- Next week, thousands of people wanted by the law in Northeast Ohio are being invited to turn themselves in at a local church. In exchange for their surrender, the courts will grant them "favorable consideration."

Grace Leon is the widow of Officer Wayne Leon, who was shot and killed by a fugitive in Cleveland, Ohio on June 25, 2000. Moved by Officer’s Leon death, U.S. Marshal Peter J. Elliott realized that desperate people commit desperate acts, sometimes with tragic consequences. This led to Elliott’s establishing Fugitive Safe Surrender. Here, Grace Leon gives her wholehearted endorsement to the program created out of the tragedy of her husband’s death.
