USCIS just released a new policy memo changing how Good Moral Character (GMC) is evaluated for people applying for U.S. citizenship.

It’s no longer just about avoiding disqualifying crimes. Officers will now take a holistic approach — considering positive contributions like community service, family responsibilities, education, employment history, and paying taxes.

⚠️ But there’s another side to this: USCIS also made it clear they will look closely at patterns of negative behavior — even if it’s not a serious crime. That means habitual offenses, like repeated traffic violations, reckless driving, or other ongoing misconduct, can be used against you in deciding whether you have Good Moral Character.

This new standard emphasizes the total picture: your contributions, your responsibilities, and your behavior as a whole.

👉 For anyone considering naturalization, it’s important to show not just that you’ve avoided disqualifying acts, but that you’ve lived — and continue to live — as a responsible, contributing member of your community.

Heads up—September 2025 U.S. Visa Bulletin is out!

Here’s what’s new:

Family-based F‑2A category (for spouses & kids under 21 of green card holders) is now moving ahead by 2 months across all countries.

For applicants in the F‑3 category (married children of U.S. citizens), the cutoff for the Philippines jumped 5 months—great news if you’ve been waiting!

Employment-based visas (EB‑1, EB‑2, EB‑3, etc.) are holding steady with no changes this month.

EB‑4 (Special Immigrants) remains unavailable for the rest of the fiscal year.

Filing as family-based? Use the Dates for Filing chart.

Filing as employment-based? Stick to the Final Action Dates chart.
