Tanganyika Law Society

Tanganyika Law Society TLS is a membership organization that represents Advocates in Tanzania Mainland. TLS is constituted through the Tanganyika Law Society Act CAP 307 R.E. 2002.

Tanganyika Law Society (hereinafter called the “Society” or “TLS”), which is a creature of statute, governed by the Tanganyika Law Society Act CAP 307, R.E. 2002. The TLS is the Bar Association of Tanzania Mainland with ­­2317 members on the Roll of Advocates. Membership is mandatory for practicing advocates but optional for lawyers not yet admitted to the Bar. The Society was established with a c

lear mandate, including to:-
·Assist the Government and the Courts in all matters affecting legislation and administration and practice of the law in Tanzania; and
·Protect and assist the public in Tanzania in all matters touching, ancillary or incidental to the law. The Secretariat of the Society is housed at 299 Ruhinde Stree, Ada Estate, Dar es Salaam, and maintains operations in seven chapter offices located upcountry in the regions of Arusha, Kilimanjaro, Mwanza, Dodoma, Tabora, Mbeya, and Tanga. The Dar es Salaam office is staffed with eleven (11) employees; chapter officers are run by volunteers (Chapter Convenors) who are elected annually. The Society runs several programs through its committees, which included a Legal Assistance Committee, and staff. The Secretariat is managed by a Secretary/Chief Executive Officer (CEO) who oversees the day-to-day operations of the Society including a Member Services desk, Policy/Research Desk, Gender Desk, Legal Aid Unit and the support function to the Council and Committees. It is through the Council, Committees and staff, that the Society is able to build effective linkages with stakeholders and implement activities with a view to improving the standards of legal practice and enhancing access to justice.

Young Lawyers Take the Stage in Parliament!

On June 1, 2026, the leadership of the TLS-Association of Young Lawyers (AYL), under the guidance of Chairman Emmanuel Phalet Ukashu, conducted a milestone visit to the Parliament of the United Republic of Tanzania following an official invitation from the Speaker.
Beyond observing parliamentary sessions, the AYL leadership engaged in a highly constructive dialogue with the Deputy Speaker, Hon. Daniel Baran Sillo, at his office.
The Core Agenda? Maximizing the role of young lawyers in strengthening the legislative and law-reform processes through collaborative research and academic partnerships.

The leadership of the Association of Young Lawyers (AYL), led by its Chairperson Advocate Emmanuel Ukashu, has signed a Memorandum of Understanding with the Principal of the Institute of Judicial Administration Lushoto (IJA), Dr. Paul Kihwelo, who also serves as a Justice of Appeal.

The Tanganyika Law Society Continuing Legal Education (CLE) Committee, led by Hon. Dr. Atuganile Ngwala(Rtd J,) held a strategic engagement with the Executive Secretary of the Tanzania Commission for Universities, Prof. Charles Kihampa.

The meeting focused on strengthening collaboration between TLS and TCU to bridge the gap between legal education and legal practice, enhance practical legal training, align university curricula with emerging legal practice standards, and promote quality assurance in legal education.

Enhancing Integrity and Professional Excellence across the Legal Fraternity

The Tanganyika Law Society National Ethics Committee, under the leadership of its Chairman, Retired Justice Robert Makaramba, successfully concluded a two-day capacity-building training for the Lake Zone Ethics Committees (comprising Mwanza, Mara, and Kagera chapters).

Held from May 18–19, 2026, at the Victoria Palace Hotel in Mwanza, this crucial session was designed to equip committee members with advanced skills to manage, evaluate, and resolve ethical matters with the highest levels of professionalism, transparency, and accountability.

By strengthening our internal structures, TLS continues to ensure that the administration of justice and professional conduct remains unshakeable at every level.
