Here are the main changes announced for Executive Condominiums (ECs) in Singapore:

* Minimum Occupation Period (MOP) increased from 5 years → 10 years

* Full privatisation timeline increased from 10 years → 15 years

* First timer quota increased from 70% → 90%

* First timer priority period extended from 1 month → 2 years

* Deferred Payment Scheme (DPS) removed
Developers can no longer offer DPS for ECs.

Moving forward, all buyers must use the Normal Progressive Payment Scheme.

* Changes apply only to future EC launches
Applies to EC GLS sites with tender closing dates on or after 8 May 2026.

What is the real deal? HDB Resale Cooling Measure effective today. With more upfront cash for downpayment - from 20% to 25%. Will the market react positively? Will this really slow down the million-dollar HDB resale deal?
The immediate idea that comes to my mind is the concern of over 1 million transacted price tags of HDB resale units. Sounds great, but by lowering the LTV from 80% to 75% definitely makes more HDB buyers, (not 1st timers) to rethink their strategies for a home for their families. More insight sharing on this link.

August 19th HDB and MND joint statement on HDB resale cooling measure. An immediate concern that comes to mind is the increasing trend of HDB resale units being transacted at over one million dollars.
