Appeal to the Directors of International Humanitarian Organizations Operating in Gaza:

As you are aware, winter is approaching, and according to meteorological forecasts, it is expected to be harsh and severe. Meanwhile, hundreds of thousands of displaced individuals are living in tents that have deteriorated due to summer heat, overcrowding, and lack of infrastructure. These tents will not withstand the winter rains and cold, adding another source of concern to the suffering of the displaced and exacerbating their dire conditions over the past 11 months. This situation risks generating significant dissatisfaction among them towards humanitarian organizations, further fueled by their awareness of the mishandling of aid distribution, including instances of theft and sale of aid at exorbitant prices, exploiting the desperate situation of the displaced.
In light of this, we propose the implementation of a registration and monitoring system. This system should include teams to systematically assess and record the needs of the displaced, away from randomness and favoritism. The aim is to ensure fair and organized distribution of tents and supplies, guaranteeing that aid reaches those eligible and in need and preventing it from falling into the hands of thieves and those with no conscience.

كما تعلمون، فإن فصل الشتاء يقترب، ومن المتوقع أن يكون قاسيا وشديدا حسب التوقعات الجوية. وفي الوقت نفسه، يعيش مئات الآلاف من النازحين في خيام تدهورت حالتها بسبب حرارة الصيف والاكتظاظ ونقص البنية التحتية. ولن تصمد هذه الخيام أمام أمطار الشتاء والبرد، مما يضيف مصدر قلق آخر إلى معاناة النازحين ويفاقم ظروفهم المزرية على مدى الأشهر الـ 11 الماضية. ويهدد هذا الوضع بتوليد استياء كبير بينهم تجاه المنظمات الإنسانية، ويغذيه إدراكهم لسوء إدارة توزيع المساعدات، بما في ذلك حالات السرقة وبيع المساعدات بأسعار باهظة، واستغلال الوضع اليائس للنازحين.
وفي ضوء ذلك، نقترح تنفيذ نظام تسجيل ومراقبة. ويجب أن يتضمن هذا النظام فرقًا لتقييم وتسجيل احتياجات النازحين بشكل منهجي، بعيدًا عن العشوائية والمحسوبية. الهدف هو ضمان التوزيع العادل والمنظم للخيام والإمدادات، وضمان وصول المساعدات إلى المستحقين والمحتاجين ومنع وقوعها في أيدي اللصوص ومن لا ضمير لهم.
