FBR Increases ATL Surcharge in Budget 2026–27
The Federal Government has proposed a substantial increase in the Active Taxpayers List (ATL) surcharge through the Federal Budget 2026–27. The measure is aimed at encouraging tax compliance and ensuring that taxpayers file their income tax returns on time.
Under the revised framework, the surcharge for individuals who remain outside the ATL has been increased from Rs. 1,000 to Rs. 25,000. This marks a significant rise and is likely to impact a large number of taxpayers who fail to file their annual returns.
For Associations of Persons (AOPs), including partnerships and certain business entities, the ATL surcharge has been increased from the previous range of Rs. 10,000–50,000. Taxpayers operating through AOP structures should carefully review their filing obligations to avoid additional costs.
Similarly, for companies, the surcharge has been increased from Rs. 20,000 to Rs. 100,000, reflecting the government's intention to strengthen compliance within the corporate sector.
These changes highlight the growing importance of remaining on the Active Taxpayers List. In addition to avoiding surcharges, ATL status allows taxpayers to benefit from lower withholding tax rates and facilitates smoother financial and commercial transactions.
