If a law incidentally touches upon a subject matter that falls under another legislative body's jurisdiction, it is still considered valid as long as the "pith and substance" of the law falls within the enacting body's power, provided that the other legislative body hasn't already "occupied the field" by creating comprehensive legislation on that subject matter. This is known as the doctrine of "incidental encroachment and occupied field".
