BiPSU School of Law and Governance strengthens preparations for full CLEP implementation
The Biliran Province State University School of Law and Governance (SoLGov) affirmed its commitment to the full operation of its Clinical Legal Education Program (CLEP) during the 2nd Philippine Clinical Legal Education Summit, held on October 6–8, 2026, in Baguio City.
Among those who delivered key messages were Chief Justice Alexander G. Gesmundo, Senior Associate Justice Leonen, Associate Justice Alfredo Benjamin S. Caguioa, and Associate Justice Maria Filomena D. Singh.
CLEP is a mandatory component of legal education that allows qualified law student practitioners, under proper supervision and certification pursuant to Rule 138-A of the Rules of Court, to move beyond classroom learning and gain actual or simulated experience in client counseling, legal research and writing, case preparation, community legal education, externships, and other forms of supervised legal work.
During the Summit, Senior Associate Justice Marvic M.V.F. Leonen emphasized CLEP as a core mechanism for building a broader access-to-justice ecosystem. Discussions also stressed that clinical legal education should not merely teach students how to practice law, but develop judgment, professional responsibility, reflection, and an understanding of why lawyers serve.
The Summit provided SoLGov Dean Atty. Dick Guiller G. Delfin and Chairperson Atty. Sheena Estrella S. Bentor, representing the School as it prepares its Clinical Director and Supervising Lawyer functions, an opportunity to benchmark with established legal aid clinics and law schools from across the country. They participated in workshops on legal clinic administration, curriculum and assessment, clinical teaching, externships, supervision, reflective practice, and resource mobilization, while also building possible networks for future partnerships and externship placements.
BiPSU also obtained the newly developed CLEP references introduced during the Summit, including the CLEP Operations Manual, Guidebook for Externships, Guidebook for Clinical Faculty, Guidebook for Reflective Practice, and Manual for Supervising Lawyers. These materials will serve as important references as the School develops its own CLEP policies, clinic procedures, curriculum integration, partnerships, and student-practice framework.
For BiPSU, the goal is clear: to establish a functional legal clinic where law students learn the law not only through books and classrooms, but through supervised service to actual communities and the continuing pursuit of access to justice.
