The Bangko Sentral ng Pilipinas (BSP) issued Circular No. 1240, Series of 2026, providing prudential requirements for thrift banks, rural banks, and cooperative banks transitioning to or operating under a technology-driven business model similar to a digital bank.
Among the key requirements, covered banks determined by the BSP to be operating under a business model similar to a digital bank must meet the โฑ1.0 billion minimum capital requirement applicable to digital banks. The Circular also provides requirements on risk management, supervisory reporting, digital products and services, and other prudential standards. Covered existing banks are given six months from receipt of the BSP's notice to comply.
