Today, we commemorate Law Day, observed every 19th of September pursuant to Presidential Proclamation No. 1477, issued in 1975.

Law Day is more than a celebration of the legal profession. It is a reminder that the law must serve people, justice must remain accessible, and every person deserves to be heard and treated with dignity before the law.

For the Atty. Rodolfo N. Pelaez (ARNP) Legal Clinic, this occasion renews our commitment to legal education, access to justice, and meaningful service to the community.

May we continue to uphold the law not merely as a profession, but as a responsibility to serve, to advocate, and to seek justice.

๐‚๐€๐†๐€๐˜๐€๐ ๐ƒ๐„ ๐Ž๐‘๐Ž ๐‚๐ˆ๐“๐˜ โ€” Seventy-one (71) law students of the Liceo de Cagayan University โ€“ College of Law formally took their first step into supervised legal practice as they were inducted as Law Student Practitioners during the Clinical Legal Education Program (CLEP) Oath-Taking and Pinning Ceremony on July 27, 2026, at AVR 1, West Academic Cluster of the University.

The ceremony was attended by Judge Arthur Abundiente, administering officer and guest speaker; Dean Gil Bollozos; Atty. Spencer P***n, Director of the Atty. Rodolfo N. Pelaez Legal Clinic; Dr. Winston Gallinero, Director of the Office of Student Affairs; representatives from BJMP Region 10 and the Cagayan de Oro City Male Dormitory; Atty. Angelica Casiรฑo, Commissioned Attorney of the NLRC 8th Division; CLEP professors; volunteer supervising lawyers; and the CLEP students.

Dean Bollozos opened the program with his welcome message, followed by the Rationale and Overview of CLEP presented by Atty. Spencer P***n.

Atty. P***n emphasized that legal education must go beyond cases, doctrines, and classroom discussions.

โ€œInside the classroom, we learn what the law is. But outside the classroom, we begin to understand what the law is for.โ€

He explained that CLEP bridges the gap between legal theory and actual practice by allowing qualified students, under the supervision of licensed lawyers, to participate in legal work and experience firsthand the realities faced by people seeking justice.

โ€œEvery client you meet represents more than just a legal issue,โ€ he reminded the students, emphasizing the importance of respect, empathy, professionalism, and confidentiality in dealing with every client.

The highlight of the ceremony followed as Judge Arthur Abundiente administered the oath to all 71 CLEP students, formally recognizing them as Law Student Practitioners.

The oath marked more than a ceremonial milestone. It signified the studentsโ€™ acceptance of the responsibilities that accompany the privilege to participate in supervised legal practice.

Judge Abundiente then delivered an inspirational message, encouraging the students to approach their clinical experience with integrity, humility, discipline, and a genuine commitment to justice.

The significance of the CLEP pin was subsequently explained by Atty. Carolyn Salcedo, CLEP Professor. The pin serves as a visible reminder of the studentsโ€™ new responsibilities and the trust placed upon them as they begin engaging with actual clients and legal concerns.

Adding warmth to the solemn occasion, the CLEP students rendered their batch song, celebrating their shared milestone and the beginning of a new chapter in their journey as law students.

Certificates of Appreciation were also presented to the Volunteer Supervising Lawyers of the Atty. Rodolfo N. Pelaez Legal Clinic who were present during the ceremony, recognizing their invaluable contribution to the studentsโ€™ clinical education and professional formation.

The ceremony likewise marked the beginning of the studentsโ€™ immersion under the Atty. Rodolfo N. Pelaez Legal Clinic, the legal aid arm of the College of Law. Through partnerships with the Integrated Bar of the Philippines โ€“ Misamis Oriental Chapter, National Labor Relations Commission, Bureau of Jail Management and Penology, and other public-service institutions, the students will gain firsthand exposure to the realities of legal practice.

The program concluded with a closing message from Atty. Fritz Harold Raran, CLEP Professor.

For the 71 newly inducted Law Student Practitioners, the ceremony was more than a celebration of academic progress. It was a solemn reminder that the journey toward becoming a lawyer begins with learning to use the law not merely as a profession, but as an instrument of justice, service, and compassion.

They now begin that journeyโ€”wearing their pins with humility and honoring their oath through their actions.

As this day quietly comes to an end, we pause in solemn remembrance of ๐€๐ญ๐ญ๐ฒ. ๐‘๐จ๐๐จ๐ฅ๐Ÿ๐จ ๐. ๐๐ž๐ฅ๐š๐ž๐ณ, marking the 46th year since his passing.

Forty-six years have passed, yet the passage of time has not diminished the significance of the life he lived.

He was a lawyer, an educator, and a servant of the communityโ€”a man who devoted his life to the pursuit of service, education, and justice.

Atty. Rodolfo N. Pelaez left a legacy that time cannot erase.

Last July 27, Monday, Liceo de Cagayan University proudly marked a historic milestone with the Inauguration of the Atty. Rodolfo N. Pelaez (ARNP) Legal Clinic, the official legal aid arm of the University.

Named in honor of the University's visionary founder, Atty. Rodolfo N. Pelaez, the Legal Clinic stands as a lasting tribute to his legacy as a lawyer, educator, and community builder whose unwavering commitment to quality education and public service continues to inspire generations of Liceans.

The momentous occasion was graced by University President Dr. Alain Marc P. Golez, Chief Operations Officer Dr. Denise Orong, the University's Vice Presidents, academic and non-academic administrators, Dean Gil G. Bollozos of the College of Law, Atty. Spencer P. P***n, Director of the ARNP Legal Clinic, members of the Liceo Law faculty and staff, volunteer supervising lawyers, and distinguished representatives from the Bureau of Jail Management and Penology (BJMP), Integrated Bar of the Philippines (IBP) Misamis Oriental Chapter, National Labor Relations Commission (NLRC), and the Xavier University Center of Legal Assistance (XUCLA)โ€”all united in advancing legal education and expanding access to justice.

In his message, Dean Gil G. Bollozos reaffirmed Liceo de Cagayan University's commitment to continuously elevating the quality of legal education by establishing the ARNP Legal Clinic as a center for experiential learning, where students develop practical lawyering skills while serving the community.

University President Dr. Alain Marc P. Golez, speaking not only as the University's President but also as the proud grandson of Atty. Rodolfo N. Pelaez, shared his deep personal commitment to preserving his grandfather's enduring legacy. He expressed his full support for the Legal Clinic and its mission of providing meaningful legal assistance to those who need it most.

Meanwhile, Atty. Spencer P. P***n, Director of the ARNP Legal Clinic, formally launched the LICEO LEAP (Liceo Legal Education and Access to Justice Program)โ€”the Clinic's flagship community outreach initiative. Through this program, qualified beneficiaries will have access to free legal consultations, legal document preparation, notarization of personal documents, and limited case handling, all delivered through the collaborative efforts of volunteer lawyers, law student practitioners, and the College of Law.
