In celebration of World Animal Day 2023, let us share a little insight about Republic Act 8485 or The Animal Welfare Act of 1998. This law was approved on February 11, 1998 by then president Fidel V. Ramos. It aims to protect the welfare of all animals in the Philippines by supervising and regulating the establishment and operations of all facilities utilized for breeding, maintaining, keeping, treating or training of all animals either as objects of trade or as household pets. Likewise, it prohibits acts of cruelty towards animals, such as maltreatment, torture, killing, and neglect.
SECTION 6 of the law provides:
It shall be unlawful for any person to torture any animal, to neglect to provide adequate care, subject any dog or horse to dogfights or horsefights, kill or cause or procure to be tortured or deprived of adequate care, sustenance or shelter, or maltreat or use the same in research or experiments not expressly authorized by the Committee on Animal Welfare.
The killing of any animal other than cattle, pigs, goats, sheep, poultry, rabbits, carabaos and horses is likewise hereby declared unlawful except except in cases where the law provides otherwise such as when the pet animal is afflicted with an incurable communicable disease or when the killing is deemed necessary to put an end to the misery suffered by the animal, etc.
A violation of the provisions of RA 8485 carries a penalty of imprisonment or payment of fine or both.
With that in mind, let us use this day as a reminder to treat animals with kindness, respect, and compassion. They deserve to live free from harm, exploitation, and cruelty. Happy World Animal Day! 🐶🐱🐾
