A NEW CHAPTER. SAME INSTITUTIONAL VISION.

Today August 27, 2026, the NBA-Section on Business Law held its 2026 Annual General Meeting today in Port Harcourt, marking the end of Mrs. Ozofu 'Latunde Ogiemudia’s two-year tenure as Chairperson and the inauguration of Baba Alokolaro as the new Chairperson.

The AGM was a moment to reflect, account and look ahead.

From 5,673 to 7,800 members, the Section recorded significant growth during the 2024–2026 period, alongside the expansion of its subject-matter committees to 26, major conferences, stronger international partnerships, increased policy engagement and expanded professional development programmes.

The AGM also:
📌 Inducted Ayuli Jemide and Dr. Adeoye Adefulu, both past Chairs of the SBL, as Honorary Life Members
📌 Approved CPA Partners as the new external auditors
📌 Inaugurated the 2026–2028 Executive Committee
📌 Considered recommendations for strengthening future elections
📌 Reflected on the achievements and lessons of the outgoing administration

Incoming Chairman Baba Alokolaro affirmed that his administration will build on existing institutional projects, templates and values; ensuring continuity rather than starting from scratch.

The event was graced by the foundation Chair of the NBA-SBL, Mr. George Etomi and our Royal Host and a Founding Council Member of the Section, HRH Sir David Serena-Dokubo Spiff, the Chief Executive Partner of Serenity Legal Union & Partners, Port Harcourt.

GOVERNMENT SPECIAL ANNOUNCEMENT

EDO STATE REVENUE CONSOLIDATION ACCOUNT
(ESTABLISHMENT AND OPERATION) LAW, 2026

The Edo State Government wishes to inform the general public that the Governor of Edo State, His Excellency, Senator Monday Okpebholo, has signed into law, the Edo State Revenue Consolidation Account (Establishment and Operation) Law, 2026.

The objectives of the Law, are, inter alia, to:

a. Establish a Revenue Consolidation Account for Edo State;
b. Ensure transparency and accountability in the management of public funds;
c. Eliminate revenue leakages and unauthorized retention of government funds;
d. Improve cash/revenue management and fiscal discipline;
e. Provide a uniform legal framework for the collection, remittance and disbursement of public revenues in the State;
f. Centralize the custody, management and disbursement of all public funds accruing to Ministries, Departments, Agencies and Parastatals of the State;
g. Prevent unauthorized retention, diversion or expenditure of public funds by Ministries, Departments, Agencies and Parastatals; and
h. Empower the Edo State Internal Revenue Service (EIRS) to coordinate the enforcement of the State's revenue laws and to engage revenue agents and consultants for the efficient collection, administration, monitoring, management and automation of Government revenue, including the deployment, operation and maintenance of technology-driven revenue collection systems within the State.

By this Law, every Ministry, Department, Agency and Parastatal of the Edo State Government shall, within the next fourteen (14) days commencing from the date of this Notice:

a. Disclose all revenue bank accounts held in its name or under its control to the Ministry of Finance; transfer all balances standing to its credit into the approved IGR Account; and close all the revenue bank accounts;
b. Cease to maintain, operate or control any separate bank account for the collection, retention or expenditure of government revenue;
c. Submit to the Ministry of Finance, the Auditor-General (State) and EIRS both hard and soft copies of its revenue statements of account and all supporting revenue records from 1st January, 2025 to the date of commencement of this law for the purpose of a comprehensive revenue audit;
d. Cease to undertake or carry out any revenue enforcement activity independently without the prior written approval of the Executive Chairman of the EIRS;
e. Cease to initiate, set up or utilize a Mobile Court for the enforcement of revenue related offences without the prior approval of the Executive Chairman of the EIRS, in collaboration with the Edo State Judiciary;
f. Cease to appoint, authorize, engage or otherwise retain any Revenue Agent, Consultant or other person or entity for the collection, administration, or management of Government revenue except with the collaboration of EIRS and prior written approval of the Governor of Edo State.
g. Ensure that all consultants engaged by Ministries, Departments, Agencies or Parastatals are regularised with EIRS within sixty (60) days from the date of this Notice.
h. Repeal all laws, regulations, circulars and administrative directives permitting all Ministries, Departments, Agencies, Parastatals and Institutions of Government to collect, retain, maintain separate revenue accounts and spend revenue collected at source.

Any Head of Ministry, Department, Agency or Parastatal, Accounting Officer, Director of Finance, Bursar, Treasurer, Principal Officer or any other public officer who fails to comply with the provisions of this law shall be liable to immediate suspension by the appropriate authority pending investigation into the alleged breach.

Where any person is apprehended for unauthorized collection, diversion, withholding or illegal receipt of Government revenue, such person, the Head of the relevant MDA and any officer or person who authorized, directed, facilitated or permitted the unlawful activity shall be jointly liable and subject to investigation and appropriate sanctions.

Furthermore, Edo State Government wishes to reiterate that the commencement of this law is in line with the new Tax Reforms.

For emphasis, the EIRS is solely responsible for the drive and supervision of all revenue collection in the State.

Edo State Government, through the EIRS, remains committed to leveraging technology to drive sustainable development in the State and safeguarding citizens against exploitation in all its forms.

CJN UNVEILS DIGITAL CASE MANAGEMENT SYSTEM, INTRODUCES MANDATORY E-FILING PRACTICE DIRECTIONS

The Chief Justice of Nigeria, Hon. Justice Kudirat Motonmori Olatokunbo Kekere-Ekun, GCON, on Monday officially unveiled the Nigeria Case Management System (NCMS) and Electronic Filing Platform of the Supreme Court of Nigeria in Abuja, marking a significant milestone in the Judiciary’s drive towards digital transformation and efficient justice delivery.

The unveiling ceremony was attended by senior judicial officers, including the President of the Court of Appeal, Hon. Justice Monica Bolna’an Dongban-Mensem, CFR, members of the Bar and other key stakeholders in the justice sector, underscoring the Judiciary’s collective commitment to modernising court administration through technology.

Announcing the initiative, the Chief Justice of Nigeria, Hon. Justice Kudirat Motonmori Olatokunbo Kekere-Ekun, described the development as a defining milestone in the Court’s ongoing efforts to align its operations with global standards of judicial administration.

She stated that the administration of justice in the twenty-first century requires judicial institutions that are efficient, transparent, accountable and responsive to the needs of court users, adding that courts across the world are increasingly embracing technology to improve case management and access to justice.

According to the Chief Justice, the implementation of the NCMS represents a major step towards the establishment of a fully digitised registry and a more efficient, technology-driven judicial system. She noted that the platform would improve the management of appeals, enhance the accessibility and integrity of court records, strengthen transparency and facilitate the timely administration of justice.

“The launch of the NCMS marks far more than the introduction of a new technological platform. It signifies a defining milestone in the continuing evolution of the Supreme Court of Nigeria and reaffirms our commitment to building a Court that is better equipped to meet the expectations of the Nigerian people in the twenty-first century,” she said.

The Chief Justice explained that the system has been designed to support the entire lifecycle of cases before the Court by significantly improving case tracking, document management, record retrieval and the overall workflow of the Registry while reducing dependence on manual and paper-based processes.

She further stated that the digital platform would strengthen the security and integrity of court records by creating a secure digital repository and comprehensive audit trail for all processes filed before the Court, thereby reducing opportunities for record tampering and reinforcing public confidence in the authenticity and reliability of judicial records.

The implementation of the NCMS, she disclosed, would be carried out in phases. The first phase will focus on the mandatory uploading of electronic copies of processes and records in pending appeals scheduled for hearing between September and December 2026, while the second phase will introduce electronic filing of court processes, fundamentally transforming the manner in which appeals and applications are initiated and managed before the Supreme Court.

The Chief Justice stressed that the success of the initiative would depend on the cooperation, diligence and professionalism of members of the legal profession, warning that any attempt to upload forged, altered or unauthorised processes would attract serious legal, regulatory and disciplinary consequences.

“The integrity of the Court’s records is fundamental and must remain beyond reproach,” she declared.

She acknowledged that the implementation of a project of such magnitude may encounter initial operational challenges but maintained that such difficulties should be seen as opportunities for refinement and continuous improvement.

The Chief Justice also disclosed that the Court is currently undertaking a comprehensive review and verification of pending appeals and related records within its Registry to strengthen confidence in the integrity of its processes and identify any irregularities requiring corrective action.

She commended the efforts of the Judicial Information Technology Policy Committee (JITPO-COM) and paid special tribute to its Chairman, Hon. Justice Kashim Zannah, for his leadership and commitment to the conceptualisation and implementation of the NCMS.

The Chief Justice also acknowledged the contributions of Hon. Justice John Inyang Okoro and Hon. Justice Adamu Jauro, as well as the Chief Registrar of the Supreme Court, Mr. Kabir Akanbi, for their roles in strengthening the procedural and administrative framework necessary for the successful implementation of the project.

Expressing optimism about the future of the initiative, she said the NCMS would significantly improve case management, reduce administrative bottlenecks and enhance public confidence in the administration of justice. She added that the successful implementation of the system would establish an important model for adoption by other courts across the country, fostering greater efficiency and improving access to justice throughout Nigeria.

The Chief Justice thereafter formally announced the commencement of the implementation of the Nigerian Case Management System at the Supreme Court of Nigeria and the coming into force of the Supreme Court (Mandatory Upload of Electronic Copies of Processes, Records of Appeal and Other Matters) Practice Directions, 2026.

NIGERIA, ETHIOPIA SIGN SENTENCED PERSONS TRANSFER AGREEMENT..OPTIMISTIC OF IMMEDIATE IMPLEMENTATION

The Federal Republic of Nigeria and the Federal Democratic Republic of Ethiopia have signed Transfer of Sentenced Persons Agreement.

Both countries also agreed to commence immediate implementation of the bilateral instrument in accordance with their respective laws and international obligations.

Minister of Foreign Affairs, Ambassador Bianca Odumegwu-Ojukwu and her Ethiopian counterpart, Gideon Timothewos, faciltated the diplomatic milestone which was consumated at the Ministry of Foreign Affairs, Addis Ababa.

Attorney General and Minister of Justice, Lateef Fagbemi SAN, signed for Nigeria while the Justice Minister of Ethiopia, Ms Hanna Arayaselassie signed for her country.

The Ambassador of Nigeria to Ethiopia and Permanent Representative to the African Union, Nasir Aminu, a representative of the Nigeria Correctional Service and the Commissioner General of the Ethiopian Federal Prison Commission, among others witnessed the signing ceremony.

Ambassador Odumegwu-Ojukwu who conveyed the sincere appreciation of President Bola Tinubu and Nigerians, said the event was rooted in the principles of humanity, justice, and international cooperation.

She explained that by this legal framework, sentenced persons who are nationals of either country may, subject to agreed conditions and applicable laws, be transferred to their home country to serve the remainder of their sentences.

"This arrangement recognizes the important role that family, language, culture, and social support systems play in the rehabilitation and reintegration of offenders. It also reflects our shared understanding that correctional systems should not only punish wrong doing but should equally provide opportunities for rehabilitation, reformation, and eventual reintegration into one’s society.

"For Nigeria, the welfare and protection of Nigerian citizens abroad remain a cardinal responsibility of the Government, particularly at a period when citizen-centred diplomacy remains a key pillar of our foreign policy objectives," Odumegwu-Ojukwu said.
