Work that requires technology or knowledge in the field of science, engineering, or other natural sciences, or the field of law, economics, sociology, or other humanities, or based on a foreign culture based on a contract with a public or private institution in Japan. Activities that require thinking or sensitivity (activities listed in the teaching, art, and reporting sections of Table 1 of Appended Table 1 of the Immigration Control Act; business/administration, legal/accounting services, and medical care listed in Table 2) , excluding activities listed in the sections of research, education, intra-company transfer, nursing care, and entertainment).

● 日本に在留するスリランカ人を特定技能ビザで受け入れる場合

１ 雇用契約の締結
受入機関は、日本に在留するスリランカ国籍の方を特定技能外国人として受け入れたい場合、特定技能に係る雇用契約を締結します。

２ 在留資格変更許可申請【日本側の手続】
雇用契約の相手方であるスリランカ国籍の方が特定技能外国人として就労するためには、この方が地方出入国在留管理官署に対し、「特定技能」への在留資格変更許可申請を行う必要があります。
在留資格の変更が許可されれば、日本側の手続は完了です。

３ 海外労働登録【スリランカ側の手続】
スリランカの制度上、日本において「特定技能」への在留資格変更を行ったスリランカ国籍の方は、スリランカ海外雇用促進·市場多様化担当国務省海外雇用局（ＳＬＢＦＥ）に対し、オンラインで海外労働登録を行ってくださいとのことです。

スリランカから新たに特定技能委ビザで労働者受け入れる場合

１ 雇用契約の締結
受入機関は、スリランカ国籍の方をスリランカから新たに特定技能外国人として受け入れたい場合、特定技能に係る雇用契約を締結します。
なお、スリランカの制度上、送出機関の利用は任意とされており、受入機関は、送出機関を通じて
人材の提供を受け、特定技能に係る雇用契約を締結する方法のほか、送出機関を通じることなく、直接スリランカ国籍の方との間で特定技能に係る雇用契約を締結する方法のいずれを採ることも可能とのことです。

２ 在留資格認定証明書の交付申請【日本側の手続】
受入機関は、地方出入国在留管理官署に対し、特定技能に係る在留資格認定証明書の交付申請を行ってください。同証明書が交付された後、雇用契約の相手方に対し、同証明書の原本を郵送してください。

３ 査証発給申請【日本側の手続】
雇用契約の相手方で、特定技能外国人として来日を希望するスリランカ国籍の方は、上記２で輸送された在留資格認定証明書を在スリランカ日本国大使館に提示の上、特定技能に係る査証発給申請を行うことになります。

４ 海外労働登録【スリランカ側の手続】
スリランカの制度上、特定技能外国人として来日を希望するスリランカ国籍の方は、スリランカ海
外雇用促進·市場多様化担当国務省海外雇用局（ＳＬＢＦＥ）に対し、オンラインで海外労働登録を行ってくださいとのことです。

５ 出国前オリエンテーション【スリランカ側の手続】
スリランカの制度上、特定技能外国人として来日を希望するスリランカ国籍の方は、出国前オリエンテーション（２日間程度）の受講を求められるとのことです。

６ 特定技能外国人として入国・在留【日本側の手続】
上記の手続を行ったスリランカ国籍の方は、日本での上陸審査の結果、上陸条件に適合していると認められれば、上陸が許可され、「特定技能」の在留資格が付与されます。
