The standard qualifying period for permanent residence for many migrants would be set at ten years. However, some individuals may qualify earlier, while others may require a longer period, depending on their specific circumstances. Qualifying periods would increasingly be determined on a case-by-case basis. For example, individuals in higher-skilled roles earning above £50,270, as well as those employed in public-sector healthcare or teaching positions, may continue to qualify after five years. The same would apply to individuals sponsored for a family visa by a British citizen.

Additionally, the eligibility criteria for permanent residence would be tightened, including an increase in the English language requirement from B1 to B2 level.
