Islamabad Talks and the Iran Crisis: A Defining Diplomatic Moment for Pakistan

By Akhtar Ali Gondal, Barrister-at-Law

In the evolving geopolitical tensions surrounding Iran, Pakistan has emerged in a uniquely important diplomatic position. The Islamabad talks reflect not only regional concern over escalating instability but also Pakistan’s growing role as a responsible and balanced actor in international diplomacy.

Pakistan’s strategic relevance in this crisis is rooted in geography and diplomacy alike. Sharing a border with Iran while maintaining close relations with Gulf states and constructive engagement with global powers, Pakistan is well placed to encourage restraint and dialogue at a critical moment. In times of regional uncertainty, such diplomatic balance becomes a national asset.

The significance of the Islamabad talks lies in their potential to prevent further escalation and promote coordinated regional responses. Any widening of conflict involving Iran would directly affect Pakistan’s security environment, economic stability, and internal harmony. Therefore, Pakistan’s engagement is not merely symbolic—it reflects a clear national interest in maintaining regional peace.

By adopting a policy of careful neutrality while supporting diplomatic engagement, Pakistan is positioning itself as a constructive middle-power voice in a fragile international environment. If sustained with consistency and clarity, this role can enhance Pakistan’s global standing and strengthen its credibility as a platform for dialogue in an increasingly polarised world.

At a time when diplomacy is urgently needed, Islamabad’s initiative signals that Pakistan is prepared not only to safeguard its own interests but also to contribute meaningfully to regional stability and peace.

Britain will always provide refuge to people fleeing war and persecution, but our visa system must not be abused.

That is why I am taking the unprecedented decision to refuse visas for those nationals seeking to exploit our generosity.

On May 12, 2025, UK Prime Minister Sir Keir Starmer unveiled a comprehensive immigration white paper aimed at significantly reducing net migration, which had reached 906,000 in 2023. The policy marks a notable shift in Labour’s approach, emphasizing stricter controls and a focus on domestic workforce development.

🔑 Key Features of the Immigration White Paper

1. Skilled Worker Visa Reforms
• The Immigration Salary List will be abolished, and the minimum salary threshold for skilled worker visas will be increased.
• Eligibility for skilled visas will be limited to graduate-level occupations aligned with the UK’s industrial strategy.
• The Immigration Skills Charge imposed on employers will rise by 32% to fund domestic training initiatives.

2. Restrictions on Care Worker Recruitment
• The overseas recruitment of adult social care workers will be paused to encourage domestic hiring through improved wages and working conditions.

3. Tightening of Student Visa Policies
• The duration of post-study work visas for international students will be reduced from two years to 18 months.
• Stricter compliance measures will be implemented for sponsoring educational institutions.
• A digital ID system will be introduced for foreign students to enhance monitoring and compliance.

4. Asylum and Citizenship Reforms
• The settlement qualification period for citizenship will be extended from five to ten years.
• A points-based model for citizenship is under development.
• Deportation policies will be strengthened, allowing for the removal of individuals convicted of even minor offences.

5. Employer Accountability Measures
• Employers failing to comply with new immigration regulations may face sanctions, including bans on hiring foreign workers for up to two years.

📊 Projected Impact

The government estimates that these measures could reduce annual net migration by approximately 98,000, primarily through restrictions on work and student visas.

⚖️ Reactions and Criticisms
• Economic Concerns: Critics argue that the crackdown could exacerbate worker shortages in key sectors like social care and higher education, potentially hindering the government’s goals of building 1.5 million homes and reducing NHS waiting times.
• Political Debate: Some within Labour’s ranks have expressed concern that the rhetoric used in the white paper mirrors far-right narratives, potentially alienating certain voter bases.
• Business and Academic Institutions: Universities and business leaders have warned that the new policies could harm the economy and hinder integration, particularly by affecting funding and the international talent pool.

🧭 Strategic Objectives

The white paper reflects Labour’s commitment to reducing reliance on foreign labour and boosting local workforce development. It aims to rebuild trust in the migration system and address issues of community integration, signaling a tougher stance on immigration to compete with Reform UK and the Conservatives.

Introduction of the Electronic Travel Authorisation (ETA)

To bolster border security, the UK has introduced the Electronic Travel Authorisation (ETA) system. This new requirement mandates that visitors from specific countries obtain an ETA before traveling to the UK. Key details include:
• Effective Dates:
• From January 8, 2025, citizens from countries like the USA, Australia, and Canada are required to have an ETA.
• From April 2, 2025, the requirement extends to eligible European countries.
• Purpose and Duration:
• An ETA permits stays of up to six months for tourism, business, or short-term studies.
• For those entering under the Creative Worker visa concession, stays of up to three months are allowed.
• Exemptions:
• Individuals holding UK visas, residency permissions, or dual citizenship are exempt from obtaining an ETA.
• Application Process:
• Applications can be submitted via the UK ETA app or the official government website.
• The fee is £10, and approvals are typically granted within three working days.
• Once approved, an ETA remains valid for two years or until the associated passport expires.
