የህግ የበላይነት ማለት........

የህግ የበላይነት ማለት ዜጎችም የመንግስት ተቋማትና መዋቅሮች ህግን መሠረት አድርገው መብታቸውንም ግዴታቸውንም የሚወጡበትን ሥርዓት የሚንፀባረቅበት እንጂ አንደኛው ወገን ብቻ ለህግ ተገዥ ሆኖ ሌላኛው እንደፈለገው ህግና ሥርዓትን በሚፃረር ሁኔታ የሚፈነጭበትን ሁኔታ የምናይበት ድባብ አይደለም።
