Effective as of March 4, 2024, B.C. will implement federal changes for new international students. B.C. will begin issuing provincial attestation letters to eligible post-secondary institutions to allow international applicants to apply to study in B.C. as required by IRCC.

❓Q: What is a provincial attestation letter?

📝A: “The provincial attestation letter is a verification letter that will be sent from the Province to the institution, then from the institution to the international applicant. The letter will serve as proof that the applicant has been accounted for within the maximum set by the federal government. Applicants will submit the attestation letter along with their study permit application.”

❓Q: How many study permit applications are allocated to B.C.?

📝A: “B.C.’s allocation allows for 83,000 undergraduate study permit applications.”

❓Q: Who is exempt from providing the letter?

📝A: “Some applicants are exempt from the requirement, including:
* primary and secondary school students;
* master’s or doctoral degree students;
* students already in Canada with a valid study permit or in-Canada work permit holders and their in-Canada family members;
* students already in Canada applying for an extension; and
* students whose application was received before 8:30 a.m. (Eastern time) on Jan. 22, 2024.”

Starting from Feb 26, 2024 - OINP applicants must complete and sign an Applicant Consent Form. The new consent form must be signed after ITA or NOI (Notice of Interest) is received. The OINP no longer requires the EOI Attestation Form

分享我最近的ATIP结果,ATIP显示IRCC officer 在签发 CoPR 之前,申请人一般需满足8 项要求 There are generally 8 requirements to be met in order to be considered ready to be granted permanent residency or “landing ready”.

1. 🏥体检合格证 (注:体检结果须在登陆时有效) Medical clearances (Note: Medical results are to be valid at time of landing)
2. 安全评估 Security assessment
3. 犯罪评估 Criminality assessment (RCMP screening)
4. 🛂护照/🆔文件 Passport/identity document
5. 🚔警察证明 (如适用)Police certificates (if applicable)
6. 🏡家庭成员评估(包括随行和非随行的家属) Assessment of family members (including accompanying and non-accompanying dependants)
7. 🏦财务评估 Financial assessment
8. 支付永久居民权费用 Payment of Right of Permanent Resident Fee (RPRF)

其中, security assessment (安全评估)是导致很多申请者进入background verification (背景调查)的主要原因,而且目前安调也变得越来严格和全面。

🍁 On this family day, we are thinking about families separated by Canadian Immigration refusing applicants on the basis of family ties. They are refused due to having significant family ties inside Canada or a lack of family ties outside Canada.

The refusal often says that “I am not satisfied that you will leave Canada at the end of your authorized stay”.

👆This type of refusal does not often consider HOW family ties lead to an individual to not leave Canada at the end of their authorized stay. The court has said that it is unclear why family ties lead to overstay, and the processing officer has to justify that.

🌰 For example, if you have families inside Canada, they should help you comply with the requirement of leaving Canada at the end of your authorized stay. But, the IRCC processing officer would assume that because you have family ties, then you would overstay, without justification.

: Starting February 15, 2024, students who have graduated from a master’s degree program, even if it is less than 2 years, are eligible for a 3-year PGWP if they meet all other eligibility criteria. Starting September 1, 2024, students beginning curriculum licensing agreement programs will not be eligible for a PGWP.

The special measures (reduced facilitation) for distance learning and PGWP validity have been extended to August 31, 2024.

‼️2024年2月3号,加拿大移民部发布了关于留学生限额Cap 和 provincial attestation letter 的新指示。

📝 整理了如下几个关键点:

🔖 从2024年1月22号到2025年1月22号,606,250 个学签申请将会被IRCC处理。注意,这些数字只是accepted for processing, 并不是通过 (approved) 的数字;

🔖 加拿大 Post-Graduate diploma programs 将会受此cap的限制🚫;

🔖 以下几类不受此cap的限制,也不需要provincial attestation letter:
- R. 215(1) and (2)类的申请 (具体请看图);
- 小学初高中生的学签申请;
- 硕士和博士的申请

🔖如果您的学签属于受此Cap限制的类型,在2024年1月22号以后的学签申请,都必须提供该省的证明信 provincial attestation letter. 在1月22号之前申请的学签在被拒签和reconsider或者JR 的情况下,应该不受此cap的影响。

⚠️“As of January 22, 2024, every study permit application submitted to IRCC will also require an attestation letter from a province or territory.”

⚠️从2024年1月22号起,想留学加拿大的同学们要注意啦,你需要提供该省的正式的证明信 (attestation letter) 去申请加拿大学签。如果不能提供证明信,您的申请将会被退回。以下三种类型的学签申请不需要提供证明信:

1. 未成年人申请高中及以下的学签
2. 申请研究生、博士或其他硕士类的学签
3. 申请学签续签
