Bill 60 is being debated today as it proceeds to its third reading at Queen’s Park.

This bill proposes procedural changes at the Landlord and Tenant Board, including a requirement that tenants pay 50% of their rent arrears before raising section 82 issues, such as maintenance concerns, during an N4 (non-payment of rent) eviction hearing.

It is important to note that large rent abatements (e.g., 25% or more) are uncommon and typically reserved for the most serious breaches, such as lack of heat during winter months. The proposed changes do not prevent tenants from pursuing maintenance or rights-based concerns through separate applications, including T2 (Tenant Rights) or T6 (Maintenance) applications.
