Today, the Honorable Lena Metlege Diab, Minister of Immigration, Refugees and Citizenship Canada, announced that—for the fourth year in a row—Canada has exceeded its Francophone immigration target. In 2025, French-speaking permanent residents outside Quebec represented approximately 8.9% of total admissions.
This milestone highlights the success of IRCC’s targeted initiatives and reflects strong collaboration with provinces, territories, and Francophone community partners across the country.
Under the 2026–2028 Immigration Levels Plan, Canada will continue to increase its targets for French-speaking permanent residents outside Quebec. Starting in 2026, the federal government will introduce 5,000 additional federal selection spaces, allowing provinces and territories to nominate French-speaking immigrants. These spaces will be in addition to existing PNP allocations.
This initiative is designed to address ongoing shortages of Francophone and bilingual workers while attracting top global talent. Together, exceeding the 2025 target and introducing these new selection spaces marks a clear pathway toward achieving the government’s 12% Francophone immigration goal outside Quebec by 2029.
