Senators introduced a bipartisan bill on Wednesday that would create a pathway to citizenship for some children and young adults who were raised in the United States but face deportation at age 21.

The legislation, called the America’s Children Act, was introduced after the House this week advanced the text of a sweeping $3.5 trillion spending plan that would also write into law a pathway to citizenship for the same group, known as documented Dreamers. They are young people who lived in the country legally until age 21 as the dependents of parents who hold nonimmigrant visas. But many never qualify for permanent residency. And some that are eligible for green cards as children get stuck in the vast green card backlog and are unable to gain residency before they turn 21 and are kicked out of line.

The moves indicate broad bipartisan support in both chambers for documented Dreamers following a yearslong push for them to be included in an immigration overhaul.

“For too long, young immigrants like us, who have been raised and educated here as Americans, have been forced to leave the country we call home,” said Dip Patel, the founder of Improve the Dream, an organization that advocates for documented Dreamers. “The introduction of America’s Children Act means so much to thousands of us who have only known America as their home.”

The Deferred Action for Childhood Arrivals, or DACA, program introduced by President Obama in 2012, which protects about 650,000 young immigrants from deportation, requires applicants to be undocumented, leaving out documented Dreamers.

Under the proposed legislation, at least 200,000 young adults who have lived in the United States for at least 10 years on a valid visa and have graduated from an institution of higher education would be eligible for permanent residence.

Democrats Seek to Legalize Undocumented Immigrants via Massive Budget Proposal*

Senate Democrats have launched an ambitious, politically fraught effort to smash through decades of legislative inaction on immigration reform and provide a direct pathway to legal status for millions of undocumented immigrants in America.

If the measures become law, they would reshape the legal landscape for immigrants, potentially providing the biggest overhaul of U.S. immigration statutes since the Reagan administration and fulfilling a key pledge President Joe Biden made during the 2020 campaign.

Details have yet to be provided. Passage is far from certain and viewed as unlikely by some observers. Once finalized, the measures face not only procedural perils that could prevent them from even getting a vote in the Senate but also political hurdles as Democrats seek to pass transformative legislation on their own in the evenly divided chamber.

What are Democrats proposing?

On Monday, Senate Democrats unveiled an initial framework for a proposed federal budget resolution for the 2022 fiscal year, which begins in October. The framework includes two items pertaining to immigration — "lawful permanent status for qualified immigrants" and "investments in smart and effective border security measures."

No further details were provided, but Democrats have long championed providing legal status to a large proportion of the estimated 12 million undocumented immigrants in America — a first step toward potential U.S. citizenship.

The chairman of the Senate Budget Committee that produced the framework, Bernie Sanders of Vermont, on Monday tweeted, "We will bring undocumented people out of the shadows and provide them with a pathway to citizenship, including those who courageously kept our economy running in the middle of a deadly pandemic."

59% Increase in Illegal Border Crossings in Europe

The number of illegal border crossings at Europe’s external borders in the first seven months of 2021 reached over 82 000, 59% more than the total from a year ago, according to preliminary calculations.

In July, Frontex registered 17 300 illegal border crossings, 33% more than in the same month last year and slightly more than in the previous month (14 600). Migratory pressure continued to build up on the eastern frontiers of the European Union with more than 3000 illegal entries from Belarus registered at the border to Lithuania in July.

The Central Mediterranean route accounted for the highest share of illegal border-crossings in July, followed by the Western Balkan route.

Why Immigrants Are More Likely to Become Entrepreneurs

If you’re lucky enough to have received a Covid-19 vaccination, you probably have an immigrant entrepreneur to thank. Not only are Pfizer, BioNTech, and Moderna pioneers in the field of mRNA-based vaccine research; they were all founded or cofounded by immigrants.*

The entrepreneurs who started those companies are prominent examples of a larger trend. A 2012 study found that immigrants were more likely to start businesses than members of the native population in most of the 69 countries surveyed. In the United States, where 13.7% of the population is foreign-born, immigrants represent 20.2% of the self-employed workforce and 25% of startup founders. And according to a 2018 study by the National Foundation for American Policy, immigrants founded or cofounded 55% of the United States’ billion-dollar companies — so-called unicorns.

Yet we have a limited understanding of why so many immigrants take the risk of starting a company. Previous research has attributed the phenomenon to host-country effects, such as labor market discrimination, selective immigration policies, and the availability of specific opportunities within ethnic groups in areas with high overall immigration.

In my recent research, I explored a more hidden driver of immigrant entrepreneurship: personality-based self-selection. The decisions to emigrate voluntarily and to start a company are both associated with high levels of risk. Entrepreneurs of all types face the threat of business failure. As a study of startups in several OECD countries showed, just above 60% survive past their third birthday, and only 40% make it past their seventh one. Immigrants, too encounter significant additional risks, from unemployment or underemployment to xenophobia and psychological trauma.

ICE failed to send detainee with 'urgent' medical need to hospital who later died, watchdog finds

An Immigration and Customs Enforcement detainee in Mississippi with an urgent medical need was not sent to the hospital and later died, according to a Department of Homeland Security inspector general report obtained by CNN.

The incident was discovered as part of an unannounced remote inspection conducted earlier this year of the Adams County Correctional Facility in Natchez, Mississippi -- a facility that is used to house undocumented immigrants in federal immigration custody.

According to the government report, "[a]lthough the facility generally provided sufficient medical care, we identified one case in which the medical unit examined a sick detainee but did not send the detainee to the hospital for urgent medical treatment, and the detainee died."

IF YOU WANT TO STUDY IN THE UNITED STATES

Almost all start it backwards (with the visa). Here is the order of operations to study in the US:

1- Target the university where you would like to study (check out US News Rankings for top universities if you are competitive)
2- Take the necessary entrance exams the university asks 3- Prepare your university application, essays etc.
4- Apply to that university (and others to increase your chances)
5- Get accepted by the University
6- Work with the school so they can sponsor you for your visa
